The Government of Indonesia has long had improvement of access to credit as one of the cornerstones of its development agenda. While an impressive amount of data and analysis exists on the state of access to credit by small and medium enterprises (SMEs) in Indonesia. there is little hard data and analysis on which to base policies for extending access to broader financial services (beyond credit) to a greater share of the population. What is the demand-side view of the constraints to improved access to finance? What do consumers and the currently un-banked population think of financial services? What access do they have and what products and services do they need? This report is an attempt to plug this important data gap and address such questions. It is intended to support the Government's policy agenda in this critical area.
The key feature of this report is a nationwide household survey of access to financial services on the basis of which it provides data. analysis. and recommendations that can assist the authorities as well as other stakeholders such as the financial services industry in getting an insight into access to financial services in Indonesia. The report aims to identify who does (and does not) have access to financial services in Indonesia. the constraining factors for broader access. and measures that can lower barriers to access for un-banked
The World Bank Group has long recognized that well-functioning financial systems that are stable. efficient. and accessible are essential for economic development. As part of this. it is supporting ongoing efforts to measure access to finance. its determinants. its impact. as well as design and implementation of policies and programs to promote access in several countries across the globe. I hope that this report serves to begin the process of discussions and dialog on this important issue across stakeholders in Indonesia. The World Bank Group stands ready to support the Government of Indonesia as it works to enable those currently outside the formal financial system to join it and reap the benefits.
